How can Users with Only Level 9 Right Add a Static Route

myself JimneshI have Huawei Ne40E-X3 box recently procured, i need to create users with different previleges, example some users need to have right to add static routes, interface shutdown and save the configuration. How can i achieve this on this box, kindly share some sample configuration for the same, the current version running on the box is V800R007c00SPC100 patch details:V800R007SPH017.

Is it possible to achieve this privileges on this box, kindly share the details asap
