If you cannot log in to the switch, you cannot configure the device, by default, commands are classified into four levels, level 0 to 3, level 3 is the management level, but to manage users refinedly, the administrator can upgrade command levels to levels 0 to 15.
The device administrator can change the command level as required to match the specific level so that a lower-level user can use some high-level commands. The device administrator can also change the command level to a larger value to improve device security.
This could allow the administrator to manage the command more refinedly.
