There are 3 GSM cells, they is neighbor cell each other, I want to cell1 hand over to cell2, butit is easyer to cell3, how do I handle it?

Previous: Time server is down, TDD Cell can not be actived
Next: UE cannot access to LTE network

This maybe is signalling of cell 3 is stronger, so UE easyer hand over from cell1 to cell3, you had better check the parameter related handover threshold such as perform MML command LST G2GNCELL.
You can also collect the counter and sent to developer to analyse.
