Help Troubleshooting a Huawei B311-221 Router

Title says all, I've received this router as it comes with issue which makes it unusable. Everytime that I try to turn it on. It only lights up the LAN and Signal LEDs for like 4 seconds then turns off.

Hello, friend!

I understand your problem is that the device does not power on properly. You can try to reset the device. After the device is reset, the device still cannot be powered on. Can you provide a video?
