HCIE R&S vs. HCIE carrier IP (H31-161)

Can any one explain me what the difference between HCIE (R&S) and HCIE carrier IP (H31-161) is?

The carrier IP certification is only for the ISP scene and mainly ISP candidates, while HCIE-R&S is for everybody.
