Option C.

If no preference is set for a static route, the static route uses the default preference of 60. To influence G0/0/1 over G0/0/2, the static route pointing to 10.0.21.2 needs to have a preference higher than 60.

I will select option C. Static routes have a default preference of 60 so "10.0.21.2 preference 70" has lower priority.
