Global Interface with support BAS and user vlan

the user-vlan command use to deletes the VLAN tags from the packets, the command just be supported in the sub-interface.

Logical interfaces do not exist physically. They are manually configured for data exchange.
A logical interface refers to an interface that does not physically exist, and can be created only through manual configuration. Logical interfaces include sub-interfaces, Eth-Trunk interfaces, VLANIF interfaces, Virtual-Ethernet interfaces, loopback interfaces, null interfaces, MP-Group interfaces, IP-Trunk interfaces, Tunnel interfaces and MTunnel interfaces.

According to the document, the board range affected by the two types of virtual interfaces is different. There should be no problem changing Virtual-Ethernet to Global VE

I need a virtual interface that s support "bas", today I use a Virtual-Ethernet with a PW termination. The problem with Virtual-Ethernet is: if slot fail, the service fail too.
