The two alarms in the problem description are related to Layer 3 interfaces.
For the first alarm, the Ethernet port link status changes from down to up.

For the second alarm, the Ethernet port link status changes from up to down.
The troubleshooting procedure is as follows:

2. Run the port vlan command to add the physical port to the L3 interface, or run the service-port command to add the service virtual port to the L3 interface. Run the display interface command to query the link status of the L3 interface.
If the link is in the normal (up) state, and the system generates the L3 Interface Link Up, go to 10.
If the link is in the faulty (down) state, go to 3.
3. The physical port that is contained in the L3 interface is in the abnormal state. Then, check whether the physical connection is correct and whether the LED of the interface is on.
If the connection is correct and the LED is on, go to 4.
If the connection is correct and the LED is not on, go to 6.
If the connection is incorrect, go to 7.
4. Run the display interface command to query the L3 interface status.
If the L3 interface is in the Administratively Down state, go to 5.
If the activation status of the port is normal, go to 9.
5. Run the undo shutdown command to activate the Ethernet port again if the L3 interface is manually deactivated, go to 8.
6. Check whether the peer device and the board are in the normal state. If they are in the abnormal state, replace the board or the peer device, go to 8.
7. Properly connect the line. Go to 8.
8. Run the display interface command to query that the link status of the L3 interface.
If the link is in the normal (up) state, and the system generates the L3 Interface Link Up, go to 10.
If the link is in the faulty (down) state, go to 9.
9. Contact the technical support specialist to handle the alarm.
