Can I filter the mac-address learning on a port of an S9306 without using layer 2 ACLs.

You can try to configure MQC to match the source/destination MAC address in the traffic classifier, and then configure the traffic behavior, traffic policy, and application traffic policy. To achieve the purpose of filtering MAC addresses.
