FFT Scanning for the new spectrum?

Can we do FFT scanning for the new spectrum in 1800Mhz band? which is yet to be acquired? which steps to be followed? Kindly support, thanks.

Currently, the 1800 MHz frequency is used by LTE. Individuals can only apply for radio frequency. For the scanning and use of the new spectrum, consult the local radio and television bureau.
