you should upgrade the router to v2r3c01 first, then you can upgrade firmware to the version v2r5c00 or later.

here is the description in the upgrade guide,
If the current version is V200R001C00, upgrade from V200R001C00 to V200R005C00 or later will fail. To upgrade V200R001C00 to V200R005C00 or later, upgrade the version to V200R003C01 first. If the upgrade has failed, the device may reboot repeatedly. In this situation, upgrade the software version to V200R003C01 through BootROM, and then to V200R005C00 or later.

Hi,

Please find the stepwise procedure for upgrading the switch , the procedure is same for router also .

Kinldy follow the steps , I hope it will work

Can you please provide the router exact model ? If you have console access you can also see when router is rebooting what is the message it gives after restart. it seems either the file is broken or compatibility issue. Appreciate if you can share the logs and exact router model.

yes, you can refer the upgrade guide to learn more, before you implement the upgrading, you'd better check the upgrade first before take actions.
