Hi dear,
First, only an administrator can import the ArcGIS license on a computer running Windows 7 or later operation system version. Otherwise, the ArcGIS license fails to be imported.
Next, though I don’t know that your operation step for importing the ArcGIS license, if the computer on which an eDC is installed runs the Windows 7, open the SetArcGISLicense.exe file in the installation directory of the eDC as an administrator, import the locally stored .lic file, and then start the eDC.
