Fail to apply a new eNodeb license

We have a PO number likes SACD-****, we need to use these PO to apply a new license，but it displays a message:

This is old Contract framework not suitable for use now, please re-enter

So, please tell me what should I do to apply a new license through this PO?

Hi bro,
The PO likes SACD-**** is in the form of TD Tech and belongs to the earlier contract number, so you can apply for the license only by importing the template manually.
