Error when trying to load new ONT software into the OLT

I am trying to load new ONT software onto the OLT, the ONT type is HG8240H, the software I am trying to upload to the olt is: HG8240HV300R017C10SPC155_common_all.bin the
file size is 21.421 KB
When issueing the following instructing uploading starts but generates an error:

Info: Standby board is abnormal, and command of loading for standby board is  impossible

Load(backup,duplicate,...) begins, please wait and notice the rate of progress  Any operation such as reboot or switchover will cause failure and unpredictable result

 The loading starts

Object: Active control board

The error message I receive is the following:

OONO_Gouda_Bunker_OLT01#The loading fails

PARAMETERS :FrameID: 0, SlotID: 6, Position: -1, Load type: User file, Load

Object: Active control board, Failure cause: The file to be loaded is too long

Other (smaller) ONT software packages loaded without problems.
