AS can work independently or work together with ELB and Cloud Eye, therefore, Cloud Eye does not requires additional fees and is enabled by default. You can enable the ELB service when required.

For example, if distributed clusters are required, you can enable the ELB service.

For AS, it mostly be used together with cloud eye because cloud eye can  monitor resources, set alarm rules, identify resource exceptions, and quickly respond to resource changes.

The ELB is not necessary. You can use the Huawei's ELB services separately.
