

The VoIP user can use two APNs. The default one is used for data service, and
the another one is used for VoIP service, and this APN use QCI5 as default
bearer for SIP signal transmission.When the VoIP call is initiated, the core
network trigger the setup of QCI1 which is used for transmit VoIP voice
packets.The eNodeB assigns the highest
priority to QCI1 and QCI5, and preferentially schedules UEs with QCI1 and QCI5.
The eNodeB preferentially meets the bandwidth and delay requirements of these
UEs so as to provide high-quality voice for these UEs.When the QoS satisfaction rate of
VoIP UEs is low, the eNodeB performs admission control to restrict the access
of new users and implements load balancing to meet the delay and bandwidth
requirements of VoIP UEs.
