According to protocol 32.450, the E-UTRAN IP latency is defined as follow:

This definition only considers the latency of packets that enter an empty buffer.

We are using the below formula for calculating the DL Latency

Downlink Latency (ms) = L.Traffic.DL.PktDelay.Time.QCI.n /L.Traffic.DL.PktDelay.Num.QCI.n
