After verification, it was found that Brazil had changed the start date due to elections and National Testing to enter University. So, instead of beginning in the 3rd Sunday of October it was delayed until the first Sunday of November. This, as per the government page

After raising the corresponding RM, RnD informed that this situation is to be fixed by a HotPatch with release date on Q1 2019
