If the DBA of the max type is configured, ONT needs to communicate with OLT to negotiate bandwidth, this will occupy some bandwidth, and the bandwidth will be changing and unstable.

So I suggest you use a fixed DBA, the bandwidth is fixed, ONT doesn't need to negotiate, so the bandwidth is bigger and stable.

As you described in your question, if you need 1Gbps. 

You could modified the DBA profile, run the command:

ont-lineprofile gponprofile-id 10

tcont 1 dba-profile-id 4

If the parameter settings are incorrect, run the following commands to modify the settings:

traffic table ip modify

In addition, the burst traffic may be caused by the upstream device of the OLT. If the burst traffic is caused by the upstream device of the OLT, Huawei cannot provide a solution. In this case, locate the fault one by one.
