If you cannot download ensp, it may be due to insufficient account permissions. It is recommended to contact local partners or Huawei engineers to obtain software.

Well... i think you should talk with huawei's technical suppot people about this trouble. but if you don't mind that i'll give to you this link. thats my eNSP installation, https://drive.google.com/open?id=1ulSOqagu8fgJXIT6am-UyFYgzR1IwPE4 i really hope that this can help you. BUT i still recomending you to got it trough huawei's technitians.
