If the same routes are received by two RRs, there is no need to establish connections because various computing resources may be consumed after connections are established.
However, if two RRs receive different routes or need to advertise local routes they learned, a peer relationship must be established between the RRs. If no peer relationship is established between the RRs, the routers in an AS have different FIB tables.
