Difference between traffic filter and traffic policy

What are the differences between traffic-filter and traffic policy?

Are the following two types of flow control configurations on s5720 different?

acl number 3001

rule 5 deny ip source 10. 0.1.0 0.0.0.255 destination 10.0.10.1 0

traffic behavior b1

permit

traffic classifier c1 operator and    

if-match acl 3001

traffic policy p1 match-order config

classifier c1 behavior b1

interface GigabitEthernet0/0/1

traffic-police p1 outbound

or

interface GigabitEthernet0/0/1

traffic-filter outbound acl 3001

The traffic filter is a simplified traffic policy. In contrast, the traffic policy configuration is more flexible and the application scope is wider. As shown in the following figure:
a) A traffic behavior can contain multiple flow actions.
b) The actions are as follows: Permit, deny, remark, redirect, and load balancing
c) Multiple C-B pairs can be configured in a traffic policy.
d) It can be applied to (interface, global, and VLAN).

For the configuration you provide, the effects of the two types are the same.
