Huawei Integrated Communication Platform (ICP) solution focuses on core requirements of command centers to build up a fully-connected, hyper-converged, and panoramic-view command & dispatch system. This system benefits customers with integrated incident reception and handling, visualized commanding, and efficient response to strengthen public security. Figure 1 shows the benefits.

Unified Incident Reception and Handling
Diverse Incident Reporting Channels
The ICP allows incidents to be reported through multiple channels (such as voice, SMS, and video, shown in Figure 2), preventing service traffic congestion.

Efficient Incident Management
The ICP analyzes incident reporting channels and incident types and accordingly routes the reported incidents to the right call takers. For incidents of the same type, the ICP determines which incident to handle first by emergency. The incidents at lower emergency levels will be queued. Figure 3 shows the efficient incident management mechanism.

Unified Dispatch Terminal
The ICP supports converged communications. A unified dispatch terminal is provided to communicate with various kinds of terminals, such as trunking terminals, PSTN phones, intranet phones, and conferencing terminals, improving dispatchers' communication efficiency.
Efficient Emergency Response
Converged Command and Dispatch
Whether they are fire or road accidents or incidents requiring first aid, addressing emergencies often requires collaboration between several departments. In the past, collaboration always suffers from a low efficiency as it relies on face-to-face interaction or point-to-point calls. The ICP greatly improves collaboration efficiency by virtue of its contingency plan. The contingency plan designates emergency response units for handling incidents by level of emergency and provides detailed information of the emergency response units, including vehicles, equipment, operators on duty, and contact ways. The ICP enables resource dispatching between emergency response units with just one click. No matter the network on which they are located, emergency response units collaborate with each other smoothly and make decisions jointly. Figure 4 shows the converged command and dispatch mechanism.

At traditional command centers, video source systems such as video surveillance, trunking, videoconferencing, and service systems are separately constructed and each of them has its own user interface (UI), resulting in a low video dispatch efficiency. Now, at the ICP-based command centers, video from all these systems can be pushed to the video wall with just one click and managed in a unified manner. Figure 5 shows the visualized command and dispatch mechanism.

Accurate Information Push
By installing the ICP application on mobile phones, dispatchers can view the video of incident scenes and join video conferences anytime, anywhere. Coordinators can push video to remote experts or leaders in real time, facilitating accurate command and decision making. Figure 6 shows the accurate information push mechanism.
