This base counter indicates the number of circuit switched (CS) fallback indicators that a cell receives from MMEs.

As shown at point A in Figure 1 or Figure 2, the eNodeB increases this base counter by one each time the eNodeB receives a UE CONTEXT MODIFICATION REQUEST or INITIAL CONTEXT SETUP REQUEST(with CS Fallback Indicator) message from the MME.
