This post is related to creating a VCN account for VCM. Please see the steps below.
1. Log in to the C/S client as the admin user. You can access the page for adding a user in either of the following ways:
- Add a user on the Users page.
a) Double-click Users in the Users and Devices list on the left of the page.
b) Click the User Maintenance tab. The User Maintenance tab page is displayed.
c) Select a user group and click User.
d) Double-click User in the Quick Setup list on the left of the page.
- Add a user.
Configure user information.
a) Click Add user. The user is displayed in the User pane on the right.
b) Click Next. The page for assigning rights is displayed.
c) Assign permissions to the user.
d) Set the PTZ Control Priority and Multi-point logins parameters.
e) Assign the devices to the user.
f) Click Finish.
(Optional) If the user is added using method 2 in step 1, the user will not be displayed in the user group folder after being added. To facilitate the management, you can drag the new user from the user list to the matching user group or right-click the new user to move it to the matching user group.

Follow-up Operations
After adding the user group administrator tmguanli, you can log in to the C/S client to add a role (for example, Tianmushan road call taker) and a user (for example, jiejing1) for the user group. Then assign device permissions to the user, for example, assign devices in the intersection A device group of the Tianmushan road to the jiejing1 user.
1. Log in to the C/S client as the user group administrator tmguanli and double-click Users.
2. Click the Role Management tab and add the Tianmushan road call taker role.
3. Click the User Maintenance tab, right-click the user group and choose User from the shortcut menu.
4. Add the Tianmushan road call taker user jiejing1.
5. Assign permissions to the user.
6. Click Next. The permissions are assigned.
7. Click Finish.
