How can I change my registration country or a region on Huawei Cloud?

No, you cannot change the region/registration country. You can delete your HUAWEI ID and register a new one in a desired country/region.

During the installation of our HUAWEI cloud, strict requirements on the parameter design of the product are required to prevent such problems in the future.
Since this piece of stuff involves many components, it does not currently support modification and needs to be rebuilt.
Of course, we are also working hard to improve the product in this regard
