Check the error prompt when you create an ECS. The system prompts that your quota is insufficient. It is caused by a defect in ServiceCenter 3.0.8.

Quota issuing has not taken effect. After the default resource quota is reached, users cannot create ECSs.

This problem can be fixed after you upgrade ServiceCenter to 3.0.8 SPC1.
