Support for OTN encapsulation by the LWXD board

The LWX2, LWXS, and LWXD boards do not support OTN encapsulation.
These boards implement only wavelength conversion. The service types on the WDM side and client side of the boards are the same.
The service processing module on the boards performs only regeneration of client-side signals, and performance monitoring of SDH and GE services.
