Traffic cannot be controlled by bandwidth percentage on S series modular switches. However, you can use the following methods to control traffic.
In the interface view, run the storm-control { broadcast |multicast | unicast } min-rate min-rate-value max-rate max-rate-value command to specify the upper and lower thresholds of the rate. If min-rate-value is specified, the interface forwards only the packets of which the rate is smaller than the value of min-rate-value within the detection interval. If max-rate-value is specified, the interface is blocked or shut down when it receives packets of which the rate is larger than the value of max-rate-value.
Run the storm-control action { block | error-down } command in the interface view to set the action to shutdown.

Why an interface does not enter the linkdown state when its receiving power reaches the lower threshold
An enhanced optical module has two thresholds for optical power: a warning threshold and an alarm threshold. When the receiving power of an interface falls below the lower warning threshold, packets may be lost on the interface, but the interface does not enter the linkdown state. When the receiving power of an interface reaches the lower alarm threshold, severe packet loss may occur, or even the interface enters the linkdown state. A high receiving power may corrupt an optical module.
