The AR router cannot be logged in to remotely in web mode because the login needs to cross a public network. If carrier-side devices are configured to filter HTTP access requests meant for interface 80, the web login fails.
Run the http server port command to modify the interface number, whose value is 80 or any value in the range from 1025 to 51200. By default, the interface number of an HTTP server is 80. You are advised to change the interface number to a large value, for example, 1025, and avoid the value 80.
