BMU's ability to synchronize multiple departments at the same department level explanatioin is as follows:
UC2.X solution, BMU sync AD, or synchronize all sectors under the entire domain name, or synchrionize some ou sub sector in the root domain, but BMU can not synchronize multiple sub sectors of a department.
EC3.0 (UC3.0) solution can be configured to synchronize a large sector and some sub sector no need to be synchronized to achieve synchronization of multiple sub sectors.
