The CLI you refered to is a command line interface? Generally, we must make sure that the network can ping from local device to BTS or BSC, then we can send the MML command.
So, if your transmission is no probelm and you want to execute the MML command without using U2000 or WEBLMT, you can try to log in to the local LMT client to execute the MML commands.
Of course, you can also use the serial port to connect to BSC or BTS. It will enter the command line interface and after that you can send the serial port command to implement some function that has the same effect as executing the MML command on the WEBLM or U2000.

since you can ping the BSC IP, then directly open a ssh client (for example, PuTTY) on the computer and input the IP address that you can ping, next, use the root account to login it, after that, you can perform command on the putty

I can login to OMU by ssh, but there only linux commands available. I am interested to execute MML commands (i.e. LST ALMAF:;). Is it possible from linux on OMU or there is other way to do it?
I think you can login to U2020 using 31114 port. This will get you to kind of MML service. There you can open the connection to any node and execute you MML commands
I know about U2000 NBI Command interface, question was how to execute MML without U2000.
