Which is preferentially used in congestion management and congestion avoidance?

Hi Qazik,
On the control plane, WRED can be used for different queues only after the queue scheduling technology is available. That is, the congestion avoidance technology is used.
At the data layer, only the data that is not discarded by WRED can be scheduled by the queue scheduling technology. That is, the congestion avoidance technology is used first to reserve the data that can be forwarded in the queue, and then the queue scheduling technology is used to perform scheduling.
