Configure active and standy SC failed

Hi，experts

I want to config the active and standy SC, the SCs are all the standalone SC. When I run the following command, the system prompt execute failed; ERR_ACCESS_PARAM_ERROR

Command :

system-view hot-standby enable mode 1 share-key admin1234567891 local-IP1 x.x.x.x

Please assist me to configure it!
