Complete guide of commissioning 1+0 SD Please

Hello, I need help on here please, is there a complete guide on how to commission 1+0 SD? Because we got already a good rsl for main to main but the links still dont see each other. The SD antenna cannot get a higher rsl too, it stock in -60dBm to -66dBm.
