On Huawei switch, a VLANIF interface goes Up only after the following conditions are met:
1. The corresponding VLAN must have been created.
2. A physical interface or Eth-Trunk in Up state has been added to the corresponding VLAN.

So, if you want the VLANIF keeps up state, a physical interface in UP state should be added to the corresponding VLAN. If there isn't a such interface, the VLANIF wouldn't keep up state.
