According to your description, this is probably due to a lack of computer decoding capabilities.
You can try to set the bit rate of the primary stream of video preview to 720p 2 Mbit/s. Replace the graphics card with better performance.

Could be a performance issue in the PC with the IVS Client C/S:

1) CPU

2) Memory

3 Internal video board

Check the local PC performance, with the Operating System Task Manager
