Hello,
From the materials I searched, the command neighbor fall-over bfd set the BFD to track the BFD session, so that the BGP peer could reconvergence fast.

In Huawei products, you can use the command peer bfd.

Please refer to the example below:

[Huawei] bgp 100

[Huawei-bgp] peer 10.2.2.9 as-number 200
[Huawei-bgp] peer 10.2.2.9 bfd min-tx-interval 100 min-rx-interval 100 detect-multiplier 5
