Once enable the snmp protocol on device, the cpu-defend for snmp packet-type will be opened auto, and can't be disabled.
You can try to expand the car value follow the bellow steps:
Configure a cpu-defend policy to change default cpu-defend configuration of packet-type snmp :
system-view
cpu-defend policy policy1
car packet-type snmp cir 256 cbs 16000 // the c*****d cbs can change to other value
exit
cpu-defend-policy policy1 global
