We recently face an alarm of Cell Capability Degraded and I'd like to share with you what we found to solve this alarm.
this alarm appeared to us a lot when it was updated to LTE, It turns out that there is a problem with the SFP specifications, with LTE It is preferable to use SFP not less than 6 Giga and we found the SFP that install is 1300MB/s and this is the reason for this alarm.

Cell Capability Degraded
this alarm is reported if the RF, baseband resources, or BBP-link resources of a base station do not meet cell configuration specifications, carrier aggregation configurations are incorrect, or if services in the super compact cell are abnormal.

From the location information, you can determine the location of the cell that issues the alarm by Cell ID & Cell Name also you can determine
The problem.

Use DSP ELABLE command to query the electronic label of cabinet, subrack, board (can be a monitoring board or RRU), sub-board, or Small Form-factor Pluggable (SFP). The command output includes the manufacturing information.

This is the result of SFP info showing all about it.

Other Possible Causes to Cell Capability Degraded
1-The cell configuration is different from the network plan, or CA group configurations in the two BBUs conflict in BBU interconnection-based CA scenarios.
2-The eNodeB Protocol Type Conflicts with the RRU Chain Protocol Type.
3-Cells in the CA group are not activated.
4-The CPRI rate configuration is incorrect.
5-The transmit/receive channel of the RF unit is faulty.
6-A board is faulty.
7-The CPRI bandwidth is insufficient.
8-The data link between BBPs is abnormal.
9-The inter-subrack communication link is abnormal.
10-The optical module type does not match.
