If the active and standby routes are loaded from the cloud to the cloud but the traffic is not loaded from the cloud to the cloud, will the traffic pass through the firewall?

I'm not sure what do you mean 'loaded from the cloud to the cloud', from my understanding, you are saying the inconsistent back and forth paths, if yes, that would depend on the firewall configuration.
Usually, the firewall will drop those packets by default. In this situation, you can disable the stateful inspection, but it's not recommended to do that. And you can also refer to https://support.huawei.com/hedex/hdx.do?docid=EDOC1000154459&id=sec_admin_session_0002&lang=en
