Try to isolate the issue.
Is this the only camera that is affected by this situation? Are you able to connect to other cameras or have you tried another PC to connect to this camera? Still failing after checking all of the above?
Depending on the status of the device (new or used) there are multiple things that can make you unable to access it by the web browser: IP changed on the camera, network cable faulty, other IP configured on the network adapter, wrong browser settings.
Verify if the camera has power - make sure the power adapter works properly.
If it powers on - try to ping it with a verified network cable or connect using a switch - check port activity
Try to ping the camera - if it works but you are unable to access it - check again the configuration of the PC.
Please provide a feedback in order to fully understand the status or if the issue is solved.
