Can't reach conference from mobile by dialing the conference number from outside

1. After configuring the conference prefix and call from a mobile, the following message tone is played: 'the number you dialed is not in service'.

2. Carrier code needs to be added when dialing the prefix.

3. After adding the code, the call reached to conference.
