Can OCX player be running on Windows 2016 server?

Hello friends,
recently we deployed ZKBioSecurity web-based secuirty platfrom to be used as web portal for one of our customers. the webportal is link to IVS CloudIVS 3000 to mirror more that 4000 live CAMs already added to IVS. as we were trying to test our portal we had faced issue with OCX agent. it failed to play live video stream on internet explorer and it shows the error message below and the browser crashed. is it because OCX can't run on window server?

dependent.DLL all exist as package with OCX agent. we already extracted it to default location, however, we are still not able make it working
