Calling number busy but actually not busy

User A is calling User B.

User A tries to call User B and hears a message that the number is busy and unfortuantely does not get an answer.

When checking User B on U19, we found they were busy.

We excute this command:

The user status changed to Idle and now User A can call User B.

This issue happens mainly due to network problems.
