What is the purpose of cross-connect boards ?

Cross-connect boards  provide service grooming and clock input/output functions in the OptiX OSN system.

The boards provide the other boards in the system with the timing information, converges and grooms services.

Dear friend!
The cross-connect board is the core board of the ADM NE. It forwards signals of different rates from one direction to another. The equivalent of a city's Grand Central Station.

collecting(Multiplex & Demultiplex) services of different rates into higher rate , for example in SDH you can multiplex 63-VC12 into one STM-1

So we can say that grooming is equivalent to multiplexing ? A process in which multiple signals of low data rate are multiplexed to create a signal of higher data rate ?

Does cross-connect board in one way a part of ROADM ? Because in ROADM we add and drop multiple services and there too multiplexers and demultiplexers are used ???

ROADM is OPTICAL grooming used only in the DWDM system , it is another system not same as SDH .
SDH is electrical ,,DWDM is optical
I advice you to read the HCIA certification curriculum of Huawei to understand the difference and basics of different Transmission systems , it is useful for all Transmission engineers

cross-connect boards serves a lot of purpose in terms of different aspects. One of it's use case is additional patch panels that mirror the ports of the equipment being connected, essentially creating a separate patching area where any equipment port can be connected to any other equipment port using patch cords at the front of the panels.
