The statistics here are the statistics of the upstream Ethernet port of the OLT.

Rx Occupy (%):Indicates the Rx bandwidth usage of an upstream Ethernet port. The Rx bandwidth usage is the ratio of the traffic received on an Ethernet port to the port rate.
Tx Occupy (%):Indicates the Tx bandwidth usage of an upstream Ethernet port. The Tx bandwidth usage is the ratio of the traffic transmitted on an Ethernet port to the port rate.
We can see that because both the sent and received traffic values are small.
The ratio of the sent and received traffic to the port rate is less than 1% and therefore is displayed as "0".
This is the upstream and downstream traffic statistics of the PON board.

Up Occupy (%):Indicates the total upstream bandwidth usage of all ports on a PON board, that is, the ratio of the total upstream traffic of all ports on a PON board to the bandwidth of an internal communication port.
Down Occupy (%):Indicates the total downstream bandwidth usage of all ports on a PON board, that is, the ratio of the total downstream traffic of all ports on a PON board to the bandwidth of an interconnection port.
The uplink and downlink traffic is small, and the ratio is less than 1%.
The data displayed in the screenshot is normal.
