Bandwidth control doesn't work

I have tried to confiuger my HG630 v2 Router's Bandwidth control ,

to decrease the download speed for a specific users by LAN || IP or MAC ,

but it doesn't work, i really need to solve it , in order to get better bandwidth in my company.
