AR121W-S NAT-Port forwarding issue

This is the first time this has stumped me. I am trying to connect my servers to the outside world. I have the NAT configuration in the screenshot. Router is refusing external connections. My server is located at 192.168.10.200 port 8080. In troubleshooting I have:
Accessed the server via LAN port 8080:OK
Ping server from router: OK
Access router remote management off site: OK
Tried changing ports to access server off site: Not OK
It seems it refuses every port except the web port for remote management.
Any ideas?
