After all ONTs connected to a single PON port are powered off, the active and standby OLT PON ports check the ONT online status within a fixed period of time.
If the active PON port detects that the ONT is online for the first time, the active PON port becomes the active port. The standby PON port first detects that the ONT goes online, and the standby PON port becomes the active port.
When all ONTs on a PON port is powered off, type B dual-homing protection cannot ensure that all ONTs can go online only through the active OLT.
